Once youv captured a skill from the dead boss, the signet of capture is replaced with that skill permenantly, but its just like a normal skill, you can move it around in towns and outposts just like any other skill. So you will need to buy another signet yes.

It is true that you pay 1 skill point (and some gold) for each capture signet. You can earn skill points from doing the missions, a certain quest or two, or once you are level 20 you gain one each time your xp bar fills up. Those are the only ways I know of to get them.

There is no limit to the skill points you can earn, you get one per lvl, just when you reach lvl 20 you only get the skill points and not the lvl up, and yes Lions arch is the first place you can get signets of capture, you can actually get two for free by doing a certain quest.

Signets also cost 1/2 (not including the skill point) of what it would cost to buy the skill outright. So if your skills are costing 400, a signet would cost 200.

The SoC can be used on live bosses while they are using the skill or dead bosses.
